It is a hail gun, in the days before alpine man strapped wings on himself you would get a bunch of those things. load em up with blackpowder and iodine salt and blast the yellowish clouds full of hail threatning to flatten your crops.

Sorry Happy it has worked more or less for over four hundred years and still does today.
